That frilly sugar-and-spice title notwithstanding, this reality series follows privileged 15-year-old girls and their friends as they obsessively plan their Sweet 16 parties, which almost invariably features an orgy of conspicuous consumerism excess not seen since the heyday of “Dynasty.”
